Confini regionali e processi d’urbanizzazione postmetropolitani

Abstract

After the changes in the Italian institutional framework, the paper discusses regulation problems of trans-regional urbanization processes and socio-economic dynamics organized at the level of Functional Urban Area (Fua), city-region and territorial corridor in northern Italy. The regulation of inequalities, inefficiencies and competition between territories within these systems, requires the definition of new layers of government or, in alternative, forms of horizontal and vertical coordination of existing local public administrations to plan urban growth and land use, to organize the production of local collective competition goods for citizens and firms, to promote social and economic development. However, the definition of governance tools for these territorial assemblages is hampered not only by organizational problems, but also by the chronic difficulty of local and regional to cooperate with each other and with private stakeholders and actors.
