The article seeks the definition of an appropriate conceptual field to understand the processes of metropolisation that Europe is going through, recognising the need for an institutional innovation experiment that involves the political and legal categories with which we have been accustomed to think of the European constitutional order. The combination of an institutional reading of the phenomenon with a functional analysis requires a categorical rethinking of the “government of democracy”, in the double sense of the genitive, subjective and objective. It is a question of rethinking the imputation of political responsibilities starting from ultra-individual social relations and institutions that are both ultra- and infra-state: it is the very “legitimacy” of the government of democracy that needs to be reconsidered from a categorical point of view. For these reasons, this philosophicalpolitical contribution critically addresses the sovereignty-representation nexus (and therefore the concept of “people”) in order to relaunch a categorical reflection on possible federalist experiments.
