Ripensare l’autonomia regionale: il caso italiano

Abstract

After having recalled the constitutional principle of indivisibility of the Italian Republic which practically excludes the legitimacy of any secessionist initiative, the paper addresses one of the points on which the conference New forms of regionalism and regionality in Italy and Europe (University of Padua, 2019) invited us to reflect, that is, the point of “Regional institutions in a political-administrative sense and institutional reforms”. In this regard, the distinction of roles is envisaged as a hypothetical, “radical” reform: to the State the legislation and to the Regions the administration, in the perspective of a more efficient, clearer, more understandable institutional system for the community.
